Whats going on in Worcester county?

In a recent issue of Massachusetts Lawyers weekly, they profiled the shallow conviction rates in criminal cases. Thus far, Worcester Country has a record low 34% conviction rate which is almost a full 20 points lower than the next lowest county. So it begs the question, what is going on in Worcester county? Is it the qaulity of cases? Judges? District Attorneys office? or the Police dept’s? Regardless, somewhere someone is dropping the ball, either a whole lot of people are being wrongly brought before the court or prosecution is lackluster.
